KCP&L, Westar to present rate study findings to Senate Utilities

KCC, utilities agreed to examine prices in 2018 merger pact

KANSAS CITY, Mo., and TOPEKA, Kan., Jan. 22, 2019 – Senate Utilities Committee members will hear the results of KCP&L and Westar Energy’s rate study at 1:30 p.m. Wednesday in Room 548S of the Kansas Statehouse.

Chuck Caisley, KCP&L and Westar Energy senior vice president of marketing and public affairs, will present study findings and an update on the companies’ merger.

“Merging KCP&L and Westar already is bringing more stable prices to customers,” Caisley said. “Prices decreased for our Kansas customers as a result of 2018 rate reviews. We have committed to no base rate changes for five years.”

The study showed that Kansas’ long-time price advantage eroded in the past decade as a result of market factors, mandated environmental upgrades and renewable energy investment and investment to modernize the state’s transmission grid.

“We are ahead of our peers in providing renewable energy, meeting federal and state environmental regulations and ensure our transmission system is modernized and reliable,” Caisley said. “Our prices are competitive with the national average. As utilities in neighboring states continue to invest in their infrastructure, they are asking to increase prices to recover those investments."

In 2018, KCP&L and Westar Energy agreed that the utilities and the Kansas Corporation Commission Staff would complete separate studies comparing the prices of KCP&L (Kansas) and Westar Energy with other utilities in the region. The utilities’ and the KCC Staff published their studies Jan. 14. The utilities committed to the studies in an agreement presented to the KCC for approval of their merger.
